Infrastructure-as-a-Service (IaaS) for Disconnected/Intermittent [Connectivity] Shipboard Installation

The design, development and qualification test process for network, processing, and storage equipment is extensive and expensive for naval shipboard combat systems.  The current combat system Hardware (HW) provisioning has elements independently responsible for providing their own computing infrastructure, which introduces unique configurations, unused or inefficiently used capacity, and integration and maintenance complications.  The design of the assemblies and sub-assemblies has been highly integrated within the cabinet, with ruggedized components, complex cabling, custom mounting, and mechanical slide/swing arms, which makes HW replacement difficult and often requires a complete cabinet replacement upon system upgrades.  These practices result in costly and cumbersome system upgrades. 

The Government requires design and prototype of a scalable, upgradeable, infrastructure that allows HW and networking upgrades as well as dynamic allocation of compute and storage resources. The design shall be capable of operating in an isolated network enclave (equipment suites would need to be capable of operating on a globally transiting surface vessel).
