Joint Interface Control Document 4.2 (JICD 4.2) extension supporting Cyber Electromagnetic Activities (CEMA) – JICD 4.2/Application Cyber Electro-Magnetic Activities (AppCEMA)

Current Electronic Warfare (EW) applications and Offensive Cyber Operations (OCO) applications require a standardized methodology and approach to interact with one another to appropriately realize the full operational potential of the envisioned Integrated Electronic Warfare and Cyber System of Systems. Advance capabilities including data-driven analytics for mission planning, automated Course of Action nomination, pattern-of-life tracking, dynamic spectrum management, and Battle Damage Assessment (BDA) are dependent upon the data exchanges made available by a robust EW/OCO infrastructure built upon a common standard that allows for the exchange of critical information.  A government owned and managed extension to the existing Joint Interface Control Document (JICD) 4.2 schema, along with associated Application Programming Interfaces (APIs), are being sought after to support the information/data exchange required for the collaborative functions identified above.  This product, collectively referenced as AppCEMA, will facilitate a common ontology and mechanism for data exchange across the EW/OCO enterprise.

U.S. Army Program Manager Electronic Warfare and Cyber (PM EW&C) is seeking an EW/Cyber/Cyber Electromagnetic Activities (CEMA) standard specification to include messages and services (i.e. Capability, Status, Registration, and Data), associated Application Programming Interfaces (APIs), and network architecture that is compliant to the JICD JEL standard and extensible to EW and Cyber missions on both Top Secret (TS)/Sensitive Compartmented Information (SCI) and Secret networks. AppCEMA shall also contain Advanced Analytics to assist operators in their decision-making process, to include mission pre-planning and post-planning.
