The Defense Counterintelligence and Security Agency (DCSA)’s Program Executive Office (PEO) has a mission for programs to deliver capability at the speed of relevance to counter the Nation’s adversaries and maintain the nation’s industrial security technological superiority. The capability gap is that current process for fielding capability is constrained by numerous bottlenecks, inflexibility, and schedule lags occurring after software is demonstrated in staging. The DCSA PEO intends to address current shortfalls by migrating from an approach of delivering large, pre-defined sets of capabilities to a paradigm of rapid development and delivery of individual capabilities as minimum viable products. User representation and evidence supporting certification, training, user feedback, and operational tactics will be integrated within the software development process.
