NBIS Application Sustainment and Transition Services (NAS-T)

The PMO National Background Investigation Services (NBIS) oversees several legacy software applications and systems, including the Defense Central Index of Investigations (DCII), Defense Information System for Security (DISS), and the Secure Web Fingerprint Transmission (SWFT) system. These systems are slated for migration into the NBIS platform, with full transition and decommissioning anticipated by FY2026.

To ensure continuity of operations, multiple DCSA Program Management Offices within the PEO are seeking qualified performers to provide ongoing development for these legacy applications and their subordinate systems until their full integration into the NBIS replacement system is complete. This initiative is not a traditional “build to print” or “build to spec” effort. Instead, it is a mission-driven approach focused on achieving operational outcomes, ensuring that the developed solutions effectively support the evolving needs of the mission.
